A Landscape Architect is not qualified to assess the condition of a tree with regards to its removal. Therefore a proper tree survey should be prepared by an arborist to inspect the condition of the tree and produce a report with his recommendations.

If the tree protected by a TPO was indeed in a condition that required removal, any such request to the Local Planning Authority would be based on the specialist’s report.
