Would winter weather be a justified reason for an extension of time?

Winter weather should not justify an extension of time as it is a predictable element (especially in the UK) in construction projects that last long enough to go through it. The programme should have allowed for works to be performed during winter time and even allow for minor delays due to (un)expected adverse weather.

A request for an extension of time would therefore not be granted on the basis of regular winter weather.
